Moratorium on the eviction of residential or commercial tenants unable to pay rent because of COVID-19, effective immediately until May 31, 2020; 120 days to pay back rent starting May 31, 2020.

Costa Mesa

Moratorium on evicting residential and business tenants due to nonpayment until May 31, 2020; 120 days to pay back rent starting May 31, 2020.

$250,000 in disaster relief funds (largely rental assistance) to Costa Mesa residents, specific details to be release later.

Public Health Order

“The [3-17-20 County Health Order\ is NOT an order to shelter in place. It is not a lockdown. It is important for all Orange County businesses to remain open while practicing social distancing consistent with the Governor’s guidance. However, following state practices, all bars and other establishments that serve alcohol and do no serve for shall close. All restaurants and other business establishments that serve food shall close all onsite dining. Pickup, delivery, and drive thru services may remain open”

Governor Newsom

Prohibits eviction of tenants due to nonpayment until May 31, 2020; must pay back rent in a timely manner and must provide documentation

90-day grace period for mortgage payments, 60-day moratorium on foreclosures and evictions.

STAY AT HOME ORDER: Stay at home or place of residence except for critical infrastructure sectors. May go out for essential needs (groceries, pharmacy needs, etc. No public or private gatherings. Taking walks with proper physical distancing (6 feet minimum distance) is fine and not prohibited.

Pending federal approval, California schools will suspend all state-wide testing this school year (2019-2020).

Governor Newsom signed an executive order authorizing $150 million in funding to protect homeless Californians from COVID-19: $100 million to be distributed to local governments for shelter support and emergency housing and $50 million to purchase travel trailers and lease rooms in hotels, motels, and other facilities to allow for isolation of homeless Californians who test positive for COVID-19.

Governor Newsom signed an executive order waiving eligibility re-determination process for Californians who receive any of the following: Medi-Cal health coverage, CalFresh food assistance, CalWORKS, cash assistance for immigrants, and In-Home Supportive Services.

Governor Newsom signed an executive order that does the following: (1) authorizes local governments to halt evictions, (2) slows foreclosures, (3) protects against utility shutoffs.

California State Legislature Actions (Senate and Assembly)

The California state legislature opted to remain in recess until April 13th. The floor sessions have now adjourned in both the Senate and Assembly until April 13th. This decision was passed unanimously.


Federal Government

IRS

Tax filling (Federal and State) Deadline extended to July 15.

Census

Ways to fill out the Census: (1) online using my2020census.gov, (2) over the phone- (English: 844-330-2020; Vietnamese: 844-461-2020; Spanish: 844-468-2020), (3) by mail.

Federal Stimulus Package

Individuals making less than $75,000 are eligible for $1,200 and couples making under $150,000 can receive $2,400. 

Those with children under 16 will receive $500 per dependent.

Those making up to $99,000 as an individual or $198,000 as a couple can still receive a payment but of a lesser amount.

College students will be not be eligible to receive a check IF their parents count them as dependents on their tax returns.

The payment amount will be based upon your 2019 tax return OR your 2018 tax return if you have not already filed for 2019

Those who owe back taxes will still receive a payment.

People who do not typically file a tax return will need to "file a simple tax return" to receive payment, according to the IRS, unless you receive Social Security benefits.

If the IRS has your bank account information on file, you'll receive a direct deposit. The IRS announced it will create an online portal for people to update or input their direct deposit details.

Direct deposits will begin by April 17 and checks will start being mailed in three weeks.

SECOND WAVE of Direct Deposits have been initiated and expected to be seen in accounts April 29th.
